One of the great challenges for most governments and states is to combat the informal economy due to the effects of tax evasion and avoidance that it causes; San Antonio Park in the municipality of Aguachica is an emblematic place historically and for its privileged position in the heart of the urban area of the second city of the department of Cesar. However, major problems cause the increase of informal work in this sector, mainly due to the political context that has made the political context that has taken away from land use planning and the promotion of sound practices required for local economic development. Thus, the development of an objective that characterizes the socioeconomic conditions of the informal workers of San Antonio Park in the municipality of Aguachica Cesar was considered of great interest, proposing alternatives for the reduction of this negative condition both for those who exercise informality and for the municipality. This research maintained a quantitative methodological approach with a descriptive scope. The greatest achievement was the awareness of informal workers on the need to formalize their jobs through the creation of a cooperative-type organizational unit, called COTIPSA" - Cooperative of Independent Workers of San Antonio Park. This action improves their income and has a positive impact on their socioeconomic conditions; the collaborative work of this collective will set an example for other areas of the city.
