In Aguachica, as in many Colombian cities, public space faces numerous problems that affect the quality of life and well-being of communities, especially the poorest. The mayor's office of Aguachica has the responsibility of generating, using and economically exploiting these spaces. The main objective of this research was the "study for the creation of a satellite market place" that seeks to benefit families in the southwest of Cesar, especially in the municipality of Aguachica, through the construction of an infrastructure in the San Roque neighborhood. This study proposed as a methodology a guide of administrative functions to support the governmental solution, evaluating the current problems, opportunities and potentialities of the market market environment in a real scenario. In addition, a study characterized the population on labor needs and in this context, a guide of functions for the administration of the position was designed. Aguachica challenges factors that seriously affect public space, such as the proliferation of street and stationary vendors, and the inadequate disposal of garbage. The 2020-2023 Development Plan proposes comprehensive strategies to recover these spaces and prevent their future invasion, without ignoring the possibilities of temporary occupation under clear regulations. The current market square in the María Eugenia neighborhood suffers from security, mobility and pollution problems, which has generated an adverse outlook for citizens. The commitment is to change this situation and offer a new satellite market place that meets quality of life standards for its users.
